Is the RAINZ Act an Expansion of the Congressional Review Act?

The RAINZ Act is essentially an expansion of the Congressional Review Act. It says Congress actually has to affirmatively approve any regulation that's considered a major regulation. The act would apply to anything that has an impact over $100 million on the American economy.
