A lot of the adaptation that went on in the first five to 10 to 15 years has been trying to focus on physical systems. Then when people started looking at social vulnerability and realizing, oh, it's not just the physical aspects that impact vulnerability. It's also the social dynamics. And so racial justice means more jobs training at preparing those kinds of communities to be able to take advantage of the new job force being able to adapt to climate change.
