Germany's Oil Situation Is Not That Bad, Right?

Hitler never met a country he didn't really want to conquer. But the strategies that he pursues, especially early in the war, are not direct control strategis rate. He starts off with self sufficiency, then he escalates to an indirect control strategy and only goes to direct control when the situation turns extremely dire. And so i think this case maybe provides the best support for my theory about why states take these strategies.
