The Baltic Secession and the Bush Administration in the United States
Western Europe is the center of Gorbomanium. Mitterrand called Andriotini, they are all in favor of helping Gorbachev. But Western European countries and leaders were kind of unhappy that the Baltic secession comes at this in-opportun moment to sort of to stand between Gorbachev and the West. For Americans, the Soviet Union is a product of imperial and totalitarian past. So it's good that there's chaos. It's good that it's falling apart. A real reform program would turn them, the Russians, into a third rate power, which we want.
