It's really hard to point to one factor and say, well, this is the reason why mass transit in the United States is so bad compared to everywhere else. The U.S. has a very complicated racial question that doesn't exist anywhere else in the world. There's just lots of interlacing factors that make it really hard to put it all into one neat box. And given the fact that things can get done and you can change things to the way they used to be, or you can take a page out of foreign countries, playbooks and how to get stuff done,. especially by the wealthiest country on the planet.
