How to Move Policy Long Term

I'm a 20th century US political history PhD dropout, which was very much the right call on my part to drop out. But I study specifically the intellectual conservative movement really trying to understand how it is that a number of conservative actors came together. That's both movement in terms of grassroots, as well as in terms of policy elites and journalists.
