Is Intentional Citizenship Common?
In his new book, David Frum explores the question of intentional citizenship. He concludes that empirical data suggests it is common in democratic states. But he says there are exceptions and some people who don't identify with their state for idiosoncratic reasons. And among secessionist minorities, many feel they are forced against their will to live as a member of one country or another.
