Using Factional Model Making to Promote a Bid for Power?

Party elites couldn't use factional model making to make a bid for power or office. No policies prohibited by the party line could be subjects of factional modelmaking. They were both utilizing their purchase and power to try to elevate their own position, but they also seeing a stark, fundamental disagreement on what china should promote. It is difficult to draw a clear line between policy making a versus personal ambition.
