Sparrow campaign was one of the most successful public health campaigns in history. Government significantly miscalculated, which is understandable. People were doing what they were supposed to be doing. Locusts don't just hang on their own. They roll deep, like really deep, millions and millions of them that can just swarm these fields. The human species failed to acknowledge a system that had already existed.
