The Rise and Fall of the Moria Empire
The realm was divided into three categories, core areas, conquered areas, and buffer areas. Core areas were heavily administrated and would be where the bulk of the political authority would be based around. Conquered areas would be recently incorporated provinces such as the North-West region that was part of Alexander's former empire and the Congress of Ashoka and Kalinga. Though as I mentioned before, it may have also been out of practicality to prevent the empire from expanding its borders too greatly. The spies should be generally inconspicuous, yet frequently be able to overhear the important what's what. Occupations like artisans, sweepers, and prostitutes were generally preferred.
