In Subordinate Clauses, Dependent Forms Are Used
An old form of whatever the indicative is, is used everywhere. And then at some point in time, a new indicative starts to develop. Usually these things though are only developing in main clauses. In subordinate clauses, the old forms stay. Sometimes you can even see these verbs creeping back into the matrix clause and having some sort of other kind of illocutionary force.
