We Don't Have to Create Institutions
This is the single most disappointing aspect of american strategy over two administrations now. We've got all the necessary trade laws, but we're just not using it. It's a huge handicap for us. I think the chinese recognize it and are trying to take advantage. But this is kind of the equivalent to fighting with one hand, or even both hands, tied behind your your back.
