The idea is that in these kind of early human groups, sort of pre cultural human groups, you had this phenomenon playing itself out over and over again. When the group seemd to be reaching a breaking point of conflict, a if a particular dual could be singled out, and the group could kind of coalesce around channelling their violence towards this single individual,. Whether killing or just casting them out into the desert or whatever, that that could allow for the group to achieve reconciliation. So this is basically the model that he outlines in first really in violence in the sacred and then further in things hidden and the scapegoat.
