This year's midterm election is a referendum on how well the party in power did, says Julian Zelizer. The GOP has been seen as pushing agendas that are outside of popular opinion, he says. That makes it more difficult for Democrats to win midterms because voters see them as being too consumed with their own partisan interests and don't spend enough time on broader issues.
