Is the Education System Not Working?

The answer to which types of prisons are best depends on why we're turnedingto them, really. It's not obvious to me that people who have often suffered a trama throughout their lives can go to a prison which is desperately poor. And then the final common explanation given for prisonss is that they communicate to society, you know, what are the right values and what are the wrong values? That's a tough one for a social scientist to to empirical investigate.
