The use is way too low to justify the cost that it would take for us to maintain a delegate system around this. I think we started from a very safe assumption that there's like 1% of all stakers that are watching vital governance and that will act if a bad proposal happens over, let's say, the cost of a month. This is something that is worth exploring, but I would be really, really, really careful with it.
