In late 1833, Porter started working with the settlements, best mechanics and sailors handpicked by Tor and Hui to finish and deliver the Frederick. These men also happened to be some of McQuarrie Harbors, meanest felons and best escape artists. So he's talking about how Porter has been trying to escape his penal misery. But he realized he was not capable of doing it solo. He needed to join a team whose various parts would enable the whole to execute a well-wrote plan. Oh, ragtag team. This is a ragtagteam.
