Is There a Content Strategy?

Not enough people have a good strong content strategy that the content designers can work to. We say if you have a content strategy your bank of ease and needs, research and star guide I should be able to give those three things to somebody. If they are you know trained they should be able to produce good content first timeout if they can't one of those things is wrong. It's usually in my opinion right now in the UK it's the content strategy where does where do you think the content strategy should sit who should I own that hmm do you want this?
