John Tall did have a motive to murder Sarah Hart, but she also had a motive to take her own life. It can be so difficult to know what's really going on inside a person's mind. The fact that the chemist in London recognizes the cloak identifies him. And it's entirely true that most cases at the time were circumstantial unless somebody confessed. So faith still has a place for him, even if he's not a true believer.
