Soviets Depend on Cheap Energy
In the late 19 seventies and into the 19 80s, Russia had an energy surplus that it could turn to in a pinch. But as soon asa that energy surplus, we could say, or the soviet union's ability to cover its allies a extra cost diminished, they really have nowhere left to turn for their dependence besides western capital. That's when things start o change dramatically, beginning in poland and in the early 19 eighties.
