Elizabeth and the Outer Banks
Elizabeth agreed with Hocklett that Philip of Spain's weak spot was the New World. Elizabeth and her advisors developed a three-pronged approach to Philip. England would send troops to support the Protestants who were fighting against Philip's forces in the Netherlands. A larger expedition would be sent back to Roanoke to try to lay the foundation for a permanent colony there. The primary objective was to create a base which could be used to attack Spanish ships.
