I think for the city, this isn't good news. You're probably six months before you really have a functioning mayor's office again. This is a terrible time to have the body politic thrown into upheaval. I could see someone being elected with tens of thousands of votes and with a plurality of support that's in the 20s. It's going to be a very weak mayor no matter how many strong powers you bestow on them.
