There were always a couple of hundred thousand Jewish people ever since throughout the 1800s and before. The Kishnab pogrom in 1903 really put the Jewish people over the edge. Israel won out for the Zionists because even though Herzl was a political Zionist, there was a whole group of religious Zionists who said Jews can't go to East Africa.
