By noon, August 29th, 2005, 80% of the city of New Orleans was submerged in billions of gallons of water. The phones at Orleans Parish Prison had no ability to communicate with the outside world but they knew a hurricane was coming. Within hours, most of the inmates were standing chests deep in water full of sewage and diesel fuel. An estimated 600,000 pets were stranded.
