Companies will sink a lot of capital into a business and asset or whatever. It still doesn't produce anything meaningful in the form of cash flow. Companies that seem pretty cheap are not willing to buy back their stock because they now don't have any free cash flow. Constant buybacks and stuff at other times is probably overvalued, which is where you're going to fall if you say an oil company has high profits but low pricing.
