The 1870s saw the dawn of the Victorian era. Anthony Comstock, a New Yorker who was outraged by immorality and vice, pushed for an obscenity law. He wanted to make it so that there should be no sexual content in public. It's also a law that substantially empowers the police to conduct raids, to go after sex workers,. To go after queer people and trans people in public as always already suspect for being public.
