Creating a Bootable Disk on Windows 10

We are trying to create a bootable disk on Windows 10, which is shockingly hard. Back in the old DVD drive days, this was a ton easier. The only thing that I'm not particularly comfortable with is it suggested that FAT32 be the format. That might actually work because is that neutral enough?
