The British had been pushing this idea quite openly and, you know, for a century before Roger Wilson supposedly proposed it. The reason Wilson finally came out and proposed was basically request by the British Sir Edward Gray who was the Foreign Minister of Britain. Carol Quigley famously complained about that he actually said, I'm not sure if he really meant it but he pretended possibly just so he could keep his job. That's exactly what happened.
