The discount window was a tool for putting a ceiling on upward spikes in interest rates. The idea was if rates rose up above the discount rate, why pay more in the Fed funds market when you could just turn to the discount window and borrow at that rate? It really wasn't until Governor Lyle Gramlich made a concerted effort to say, that doesn't make sense. You're above market rates so that it's a backstop to overcome the cost of making the shift.
