The soviet union is not the same thing as russia. It was established deliberately as a non russian but as an internationalist project. There are mediaeval events which flow into it, early modern events that flow into it. All that fault falls into completely normal european perimeters. So ukrane didn't get created in any sense when the sovietn was created.
