How to Control AI Progress

Inevitably, the military takes an idea that could be good and they turn it into war. How can we control this? I don't see that we can stop people from creating new neural networks or stopping research on that particular area. The only way that I personally think that we can control it is through controlling the way that computers communicate with each other. That's one thing that we can do. And actually, it would be surprisingly, but I have not heard anyone talking about that as a prospect of controlling AI. Have you heard of that before?
