The term was coined diplomatically recently. It's gotten a lot of attention recently, especially since word about China's rapidly modernizing nuclear program has kind of made its way into the public sphere. A couple of summers ago, people who look at open source satellite imagery found what appeared to be large intercontinental ballistic missile silos being constructed in the Chinese desert. And if you're a smaller country that has fewer resources and less power from military then you have to find some way to try to offset. You have to build in some kind of asymmetric advantage to kind of counter whatever your adversary's strength is. Nuclear weapons are one way to do that.
