Water Shaming in California?

Water shaming? Is that a strategy we can use in the central valley? I'm talking about hedge funds growing almonds for export. Agriculture already is being hit really hard in this drought. In many cases, farmers with junior water rights are getting virtually nothing. So they are going to be fallowing tens of thousands of acres of fields this year.
