The Confederacy Problem - Should Good Countries Conquer Bad Countries?

A defining characteristic of a state is that some group in power, often the majority, can enforce their will on everyone else. Why would it be the case that the group in power has the right to their power, but the larger entity having even more power doesn't? I'm not sure how to think about these questions. People seem to put a lot of effort into proving that some democratic process which returned a morally abhorrent result wasn't really democratic. For example, trump losing the popular vote, hitler gaining power through a complicated process, that wasn't just democracy.
