There are unique attributes of cyberspace that can make it really useful for certain things and in some ways can make it a better substitute for kinetic capabilities, right? Tradecraft can be conducted with reducing the risk of attribution. There's stealth, there's all this stuff, but it's also fragile and it can be unreliable and ephemeral. And so at the tactical edge, like those questions of reliability are really important.
