The heat pump works in all new buildings and they perfectly work in all renovated buildings. Where do they not work? That's indeed the question that you were asked. And I would say if you find a tent, it's not a good idea to put a heat pump in. If you find a building that has the energetic qualities as a tent where you can feel the air moving through, you don't want a heat pump there before you have done some renovations.
