The Obama Administration's Response to the 2009 Pandemic
The pandemic response is in the Department of Homeland Security which also has its hands full in 2009 with a number of different issues. The vaccine was more of a retroactive process so you had this known virus going around and you then later had to create a vaccine targeted at it after it was already spreading. We try to guess very early on because we need to stay ahead of this what are three of the strains that are looking most likely to become the dominant one this year and we'll put a few of those into a vaccine.
