Is This a Cog Government Substructure?

I don't think so. I mean, i to look that up, because, see, i know around where my mam lives in west virginia. And there's this whole a training facility for private military companies that's like, right off of it and what have you. So, ah, yes, i'm definitely kind of wondering if this is part of that sort of substructure that was set up in the event that, a, the civilian government was knocked out, am bye.
