Is There a Place for a World Bank Type of Lender?

I think there is still a place in a Bitcoin standard for powerful countries to have a lender of last resort type thing. Like, like the IMF World Bank were originally drawn up to be before they kind of mutated into this grotesque colonial apparatus. I think these institutions either become a lot more careful or disappear. But it can't be funded by like fiat bailout money. It's got to be funded by actual capital. So I think those institutions will be much wiser, much more conservative, much more careful, and much more prudent"
