We're in an Age of Cyber Attacks and Covert Operations

We may think that we know who did something but we may not be able to prove it. In this respect just as in war peace is actually going to be defined by an imagination race. We'll have to think much more about precisely how we deter such actions. All of these are going to mean that peace is unfortunately I think going to be a lot less peaceful than we thought it was going to be.
