Ted Raphlen is an associate professor of geography planning and environment at Concordia University in Montreal. During the first Black Lives Matter uprising there were discussions about reducing police power, though the phrase defund the police didn't exist. There's sort of a general argument that we've way over invested in the police. We need a lot of that money to be cut back. And we want that money spent in ways that keep us safer.
