When Roosevelt was president, he in a sense became the father of what we now know as a rhetorical presidency. The first thing he did was to use the bully pulpit to try and jump over the heads of Congress. Second, he used the bully pul Pit to try and morally uplift the country. And then finally, he using the media in a way that prior presidents had never done before.
