Python packaging has been treated as a second class concern by the BDFL. Guido clearly admitted very early on, he just didn't think about it that much and didn't really, it wasn't a big problem for him. It was someone else's problem to go and figure out whether it was the Philip Ebe with step tools or the disutil days.
