Ottoman empire was the centre of the ottoman empire, ottoman calipate. Cairo was like a centre in that sense but oloman world had multiple centres. A lot of arabs would have preferred amin during opposition movement against sultan abdel hamid. Maybe this could be like an idea of internalizing what it means to belong to home.
