Japan's Preparation for a Pandemic

Japan's experience after both 311 and coronavirus suggests that no matter how good a country is at preparing for disasters, it can still do better. Liz says that Japan escaped relatively untouched from the SARS epidemic that swept across Asia in the early 2000s. This meant that it was less well prepared for the pandemic than Taiwan or Hong Kong.
