The Fragility of the Constitution

The US faces a difficulty in having a system powerful enough to enforce the legitimate will of majorities against dissent, says Julian Zelizer. Chile had a military dictatorship between 1973 and 1990; it's not hypothetical for them that they're now trying to write a new constitution. We spend an awful lot on making air quotes on defense when you add police, we might be concerned about. It happens in other countries. Americans think we're immune. That's wrong. It could happen.
