If things really get bad, the chances of you being able to go find the tools you need to garden are pretty low. Having your own little infrastructure to make it happen and the supplies is equally important. In a community that has made an effort to become resilient, then when my yield is terrible one year, my neighbor may be willing to share or I may have a skill they can barter with.
