The Pernicious Psychology of Surprise

There's a real onus on being able to be the first to launch the attack. This is in State Department Policy Planning Staff Report for National Security Council in 1950. If surprise carries an advantage, it is worthwhile to avert it by striking first. Fear that the other may be about to strike gives us a motive for striking and so justifies the other's motive. But if the gains from even a successful surprise are less desired than no war at all, there is no fundamental basis for an attack on either side.
