Reagan's Rhetoric on Violence
Ronald Reagan ran for president on a bedrock view of American exceptionalism. He touted states rights throughout the campaign, a clear dog whistle to southern whites. The Republican Party had been using this tough on crime rhetoric since Barry Goldwater's campaign in 1964. So police forces swelled, arrests went up, and sentencing guidelines were made harsher.
