The Supreme Court has ruled repeatedly and Congress has acted according to their statements that this is not the case. Back in the 1950s, the amount of federal transfers was about 12% of federal spending. Today, it's almost 50%. Almost 50 cents of every dollar the government spends is money that is taken from somebody else and is now giving to someone.
